Bureau of Personnel and Human Resource Management 

Manages the agency's human resource programs, provides policies, procedures, and direction statewide, and provides technical support to employees and management through five sections: Labor Relations, Classification, Recruitment, Insurance/Benefits, and Payroll/Leave.  All sections provide overall supervisory and general training, such as People First, code of ethics, attendance/leave, discipline, grievances, violence in the workplace, background screening, performance and recruitment, Family Medical Leave Act, drug-free workplace and the employee assistance program.  In addition, the HR sections perform the following functions:

Payroll/leave - staff audits a variety of transactions, including payroll dropped from the system utilizing the On-Demand process with the Department of Financial Services, calculates and processes leave payments for terminating employees and those entering DROP; approves extra pay for emergency situations; administers the department’s sick leave pool and sick leave transfer process, dual employment requests, conducts leave audits, and maintains the paper personnel files.

Insurance/Benefits - staff counsels employees and management on benefit and retirement options, assists with benefit election problems, coordinates the workers' compensation process, and works with People First customer service representatives on unresolved employee benefit/retirement issues.

Recruitment - staff provides technical assistance with hiring and selection through a competency-based interview process, coordinates the background screening procedure, and processes requests to pay moving expenses.  Maintains the bureau's website, provides continual training packages and human resource information via the web, and staffing contract management.

Classification - staff maintains the tables of organization, processes classification actions/packages, coordinates department reorganizations, maintains position descriptions, broadbanding, processes perquisite requests, and provides annual reporting data. Coordinates all SES/SMS classification actions with DMS.

Labor Relations - provides expertise, advice, and assistance in the areas of discipline, performance, conflict resolution/mediation, Employee Assistance Program (EAP), grievances, union issues and negotiations, reasonable suspicion drug testing, and unemployment claims; trains and provides mediators, and interprets personnel rules and policies along with federal and state laws.
