Environmental Health Laboratory
The Daytona Beach Field Office works closely with local governments to stop problems before they happen. We approach all problems by being educators first, and regulators second. Our Health Department is one of five counties statewide participating in a State sponsored beachwater sampling program called Florida Healthy Beaches. Concurrent with this State sponsored program is a study initiated by the Volusia County Health Department in November 1996 to accumulate microbiological data on the beachside swimming areas in east Volusia. This data is being analyzed and the program modified as a result. The results of this program are posted in the Daytona Beach News Journal on a routine basis. Because of the age of many of the subdivisions within our area, the majority of our work in the onsite sewage program is the permitting of existing system repairs. These often provide an interesting challenge as many of the subdivisions are burdened with high density, high water tables, wells on site and in many cases surface water. The DeLand Field Office is equipped with the very latest computer technology and tools to do an outstanding job in the office and in the field. The DeLand office is extremely involved in numerous environmental health programs that affect this area. Among the most prominent are:

The New Smyrna Beach Field Office serves a geographical area of approximately four hundred square miles. This area includes the southern half of Port Orange, Allendale, Harbor Oaks, New Smyrna Beach, Edgewater, Oak Hill and the rural communities of Samsula and Lake Harney. It also includes the portion of Osteen that is located east of Highway 415. The Atlantic Ocean serves as the eastern boundary, with many motels and condos located just behind the dune line. The southern boundary consists of orange groves and the pristine Mosquito Lagoon. Sod farms, pastureland and swampland make up the western boundary. The one activity or service that sets the New Smyrna Beach office apart from the three other field offices is the aerobic treatment unit program. In 1990, the Volusia County Council passed an ordinance which requires ATUs to be utilized near the river instead of septic tanks. If a new home is being constructed and the septic system cannot be located more than two hundred feet from the Indian River Lagoon, the ATU is required. These systems differ from a standard septic tank system, in that they are mechanically powered and they produce a very high level of wastewater treatment. There are approximately sixty of these high-tech systems in the New Smyrna Beach area. These units require an annual operating permit, and are inspected and sampled by an environmental specialist from this office. If these units are not maintained properly, they become undersized septic tanks. This can create a bad situation for the homeowner and possibly the environment. We are located at: 717 W. Public Drinking Water The Florida Department of Environmental Protection has designated the Volusia County Health Department as an Approved County Public Health Unit for the Public Drinking Water Program. The program consists of overseeing all of the public drinking water systems in Volusia County to assure that they consistently meet the requirements of the United States Environmental Protection Agency and the Florida Department of Environmental Protection Safe Drinking Water Acts. Public Swimming Pools Staff routinely inspect public swimming pools and spas which serve hotels, condominiums, apartment buildings, and other public facilities. Inspections are conducted to check on such items as water chemistry, safety equipment, and pump room equipment. Wells, Pumps, and Irrigation Program The St. Johns Water Management District has delegated the Volusia County Health Department as the Approved agency to issue Potable Well, Irrigation Well, Abandonment of Well, permits in Volusia County. Water Wise is a program designed to conserve Florida’s water by the proper installation, maintenance, and operation of your irrigation system. Through a County Ordinance the Volusia County Health Department has been given the authority to issue and inspect these irrigation systems in the incorporate and unincorporated areas of Volusia County.
