Strategic Performance Measurement System
The performance measurement system for public health and health care preparedness continues to be developed. In October 2011, a survey, PHHP Performance Measurement Reference Guide was distributed to emergency preparedness stakeholders to validate and prioritize potential performance measures for each of the objectives in Florida's 2011-2013 PHHP Strategic Plan. The results of the survey were compiled and analyzed, and were used to help select an initial set of performance measures. The measures were housed in a large Microsoft Excel spreadsheet termed the PHHP Master Strategic Performance Measurement System (SPMS) Database.
As the Bureau continued to refine the matrix of performance measures, the long awaited federal grant performance measure guidance arrived. In June 2012, the federal Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP) released national guidance on performance measurement collection and reporting for 2012 to 2017. These new, more comprehensive federal measures were integrated into the PHHP Master SPMS Database. Just as the 2012-2014 Florida Public Health and Health Care (PHHP) Strategic Plan is aligned and linked to Public Health Preparedness Capabilities: National Standards for State and Local Planning and to the National Health Security Strategy; the family of performance measures required in the HPP and PHEP performance measures manuals (see resources) are all aligned to the program activities to accomplish the capabilities, functions, and strategies of the 2012-2014 Florida Public Health and Health Care (PHHP) Strategic Plan.
Other smaller sets of performance measures such as the County Health Department Expectations and the Florida State Health Improvement Plan (SHIP) measures have been added to the family of performance measures. These performance measures allow for the quantification of the progress towards and the achievement of the goals and objectives of the PHHP Strategic Plan. The SPMS Guide has more general information on the importance of performance measurement, performance measures, and the strategic linkage system model. In the future, the PHHP Master SPMS Database will evolve into both a performance measure scorecard tool and into a performance measure database repository.
