Florida's Trauma System Strategic Planning History and Process

Florida's trauma system has been under development since the passage of landmark trauma legislation in the late 1980s. Key system components of this system include trauma centers, trauma agencies, and trauma service areas, as well as trauma transport protocols and trauma triage criteria for emergency medical service providers and state-designated brain and spinal cord injury rehabilitation centers.

In 1998, the Florida Legislature directed the Department to conduct a study focusing on the state's trauma system and how best to ensure timely access to trauma care. During the 1999 Florida Legislative Session, the Department of Health (DOH), Bureau of Emergency Medical Services, was authorized to issue a five-year state trauma plan. This report, published in December 2000, systematically reviewed strategies required to accomplish the state plan objective of meeting the needs of all trauma victims in an inclusive trauma system.

The State Trauma System Plan Implementation Committee (currently the Florida Trauma System Plan Committee) was formed to develop, implement and evaluate the strategic plan and to discuss key issues and projects. The first state trauma system plan addressed a five-year timeframe: December 2000 to December 2005 (ZIP 9.35 MB), including the following:

  • Transfer and consultation criteria for trauma patients
  • Hospital partnership development
  • Trauma service area review
  • Trauma region development
  • Injury severity scoring review
  • Strategies to promote trauma agencies

In 2004, the Florida Legislature provided funding for a comprehensive assessment of the Florida Trauma System. The findings and recommendations from this assessment can be obtained at the following links:

Based on the findings from this report, the December 2005 - December 2010 Florida Trauma System Strategic Plan (PDF 902k) was developed to improve the existing trauma system in the state, and is based on the statutory requirements of Chapter 395, Part II, Florida Statutes. December 31, 2010 marked the end of the implementation of this second five-year plan. The Trauma Program and the Florida Trauma System Plan Committee, partners and other stakeholders completed approximately 92% of the strategies included in this plan.

The Florida Trauma System utilizes a five-year strategic planning cycle. Each five-year plan is broken down into annual action plans. These action plans are monitored on a semi-annual basis by the staff of the department's former Office of Trauma, and the former Florida Trauma System Plan Committee and its nine Trauma Planning Teams Pursuant to s. 395.40, F.S., the five-year plans are updated yearly and the status of the implementation of the goals, objectives and strategies are published in the Florida Trauma System Plan Annual Reports. The annual reports include progress reports from each of the trauma centers, burn centers, and trauma agencies. The reports also include the Annual Florida Trauma Registry Data Report, as well as information regarding the trauma centers' injury prevention programs and research projects. Each November, the annual reports are submitted to the Florida Legislature and Florida's trauma constituency groups and partners.

In early 2009, the State Trauma System Plan Implementation Committee was reestablished and titled the "Florida Trauma System Plan Committee." The former Office of Trauma staff and the Trauma System Leadership Team realized that in order to accomplish the remaining objectives and strategies in the current five year plan and to provide continuous improvement of the trauma system during the next five-year cycle, we needed additional representatives on this advisory committee from all of the Florida Trauma System Plan Continuum-of-Care providers and partners. In June 2009, additional members were appointed to the committee and the nine planning teams. The former Office of Trauma and the new Florida Trauma System Plan Committee and its nine Planning Teams held conference calls from August 2010 to June 2010 and a Strategic Planning Session on February 25, 2010 to draft and refine the next 2011-2015 Florida Trauma System Strategic Plan. Representatives from the Florida Trauma System continuum-of-care providers and partners participated in these planning activities to ensure integration with other state, local and regional plans and to form stronger collaborative partnerships to ensure the successful development and implementation of the next five-year plan. The draft of the plan was presented to the Florida Trauma System Plan Committee on June 28, 2010 and the plan was approved by the Committee with minor revisions. The 2011-2015 Florida Trauma System Plan was approved by the Department of Health State Surgeon General in October 2010 and was published and distributed to the Florida Legislature, partners and the general public in December 2010.
