This observance provides an opportunity to recognize and thank the many volunteers, community members, health professionals, and scientists who are working together to find a safe and effective preventive HIV vaccine. The State of Florida is required to submit an Annual Action Plan to the U. S. Department of Housing and Urban Development (HUD) in order to receive federal funding from that agency. The Plan must cover the grant programs funded by HUD. Grant programs included in the Plan are administered by four state agencies: the Florida Small Cities Community Development Block Grant (CDBG) by the Department of Economic Opportunity; the Emergency Solutions Grant (ESG) by the Department of Children and Families; the Home Investment Partnership (HOME) by the Florida Housing Finance Corporation; and the Housing Opportunities for Persons With AIDS (HOPWA) by the Department of Health. The Plan must specify the manner in which the funds will be distributed to eligible applicants
