the Bureau
of STD Control & Prevention
The Bureau of Sexually Transmitted Disease Prevention and
Control provides leadership, policy development and technical assistance
to reduce the incidence of STD infections and prevent the development of
disease-related complications through early identification and treatment
of infected persons. The bureau is responsible for developing programmatic
activities including Syphilis Elimination, Infertility Prevention,
community-based screening, media campaigns, public education, partner
counseling and referrals services, linkages to other services including
AIDS patient care, prenatal and family planning, and training for
clinicians and county health department STD Program Managers and their
staff. STD prevention and control services are provided through 67 county
health departments in cooperation with physicians, laboratories,
hospitals, other health care providers and insurance plans.
Specific Services or Activities Provided
Syphilis Elimination
Provides screening, counseling, treatment and partner notification
services to persons infected with or suspected of being infected with
syphilis. This component includes surveillance with laboratories and other
health care providers to ensure rapid reporting, treatment and
intervention services. Other components include outreach screenings,
notification of cases and at-risk persons residing in other public health
jurisdictions and rapid response teams to locate and ensure that infected
persons, their partners and other at-risk individuals receive appropriate
treatment and intervention activities.
HIV Intervention
Provides screening, counseling and partner counseling, and referral
services to persons infected with or suspected of being infected with HIV.
This component includes HIV pre-test and post-test counseling and linkages
to other health care services for HIV-infected clients receiving services
from county health departments and other health care providers.
Infertility Prevention
Provides screening, counseling, treatment and partner notification
services and treatment for persons infected with chlamydia and/or
gonorrhea. This component includes prevalence monitoring in select
populations and surveillance with laboratories and other health care
providers to ensure rapid reporting and treatment along with screening of
special populations for emerging drug resistance.
STD Intervention
Provides confidential counseling of infected patients and notification
services for sex partners and other at-risk persons to prevent the spread
of STDs.
STD Reporting and Surveillance
Includes analyses of STD case rates, trends and routine surveillance of
disease distribution in the statewide community in order to provide timely
response to outbreaks, regular reports to providers, the public and
legislators. This component includes special analyses of STDs in
relationship to broader reproductive health outcomes and HIV/AIDS.
STD/HIV Prevention Training
Provides training to physicians, nurses, disease intervention specialists,
and other health care providers in the diagnosis, treatment, case
management, intervention and prevention of sexually transmitted diseases
including chlamydia, genital herpes, gonorrhea, HIV/AIDS, Human
Papillomavirus (genital warts) and syphilis.
