When hurricanes threaten Volusia County, the County's Emergency Operations Center receives many calls concerning Special Needs shelters.
Shelters can be noisy, congested and have few comforts. If at all possible plan to shelter at friends or relatives homes (outside the anticipated storm area) rather than a shelter. Shelters should be used as a last resort.
A person with special needs is defined as someone, who during periods of evacuation or emergency, requires sheltering assistance, due to physical impairment, mental impairment, cognitive impairment, sensory disabilities, visually or hearing impaired, or requires oxygen.

The caregiver of a person with special needs should accompany and remain with them at the PSN shelter for the duration of the emergency event if this type of assistance normally is needed.
You must bring your own medications and medical supplies.
Bring your own bedding.
Provide your own food if you are on a special diet.
Patients requiring oxygen must bring their own supplies or arrange with their supplier to deliver oxygen to the shelter.
To register for the Persons with Special Needs program, print and fill out the following form and mail to the address on the form.
