Question or Concern: Why are managed septic systems necessary?  To protect Charlotte County’s ground and surface waters.

Manchester Waterway managed septic systems are acceptable until you have access to a central sewer system.

  • Charlotte County Health Department – Environmental Health Program - is responsible for administering the Managed Septic System Program, which includes the areas of Manchester and Spring Lake Basin, and properties that are determined by CCHD to be managed systems during plan review of new, repair and existing permits.
  • A managed septic system is a septic system (base-line) that does not use pumps or electric to operate and is monitored for functionality every five (5) years, this includes:
    • Pump out by licensed septic contractor

    • Certification of tank integrity by licensed septic contractor

    • Inspection by CCHD

Manchester Waterway managed septic systems will be serviced at least once every five years and will be charged a set fee.

  • There will be an approximate charge of $200 for pump-out and certification of tank integrity by a licensed septic contractor, and a $115 fee by CCHD for evaluation of septic system functionality.
  • Home owners should select a contractor that is bonded, licensed in Charlotte County, and insured. Certification can be verified by calling The Florida Department of Health at 1-888-993-9813, or the CCHD-EH at 941-743-1266.

  • Complete a background reference check on septic contractor.

 

The Manchester Waterway areas managed systems will be inspected and ordinances will be enforced until all home owners connect to  a central sewer system.

  • The inspection of the managed septic systems will occur every 5 years by the Charlotte County Health Department.
  • Inspection looks for location of the system, forms of failure, the size of the system, if system in covered correctly, plant growth and tree placement near or around system.
  • Follow up to inspection will include education and suggestions for improvement to the system, provision of licensed contractor in Charlotte County, and advise homeowner of the date of next scheduled inspection.
