Housing Opportunities for Persons with AIDS
HOWPA funds are to be used as a bridge to self-sufficiency for clients unable to pay their housing and/or utility expenses. All HOPWA assistance is dependant on availability of federal funds to support this program. HOPWA is not an entitlement program nor is it designed to be a long term solution to housing concerns. The program is designed to provide short-term assistance to assist HIV-infected and affected individual families secure long-term housing which can be sustained through other non-HOPWA funding sources.
