    The division conducts Environmental Health Services Programs, offering permitting, variance processing, compliance inspections, investigations, information and education to ensure countywide compliance with current health and sanitation codes.  This division is staffed with state Certified Environmental Health Professionals in the areas of Onsite Sewage Treatment and Disposal Systems and/or Food Hygiene. The staff is required to pass stringent examinations in the program areas and must complete blocks of continuing education contact hours, in order to maintain their professional certifications. Some fees for services are required.

       

    FOOD SAFETY AND HYGIENE PROGRAMS

      Permitting and inspections of Department of Health regulated food service facilities, including schools,  detention facilities, hospices, bars/lounges, movie theaters, fraternal/civic organizations and food service operations at other group care facilities. Plan reviews are conducted as required. In addition, staff conducts Investigations of suspected food borne outbreaks and addresses or coordinates food service safety and hygiene related complaints. at facilities regulated by the department of health and other licensing agencies.

     

    SWIMMING POOLS AND BATHING PLACES PROGRAMS

    Permitting and routine inspections of Department of Health approved Public Swimming Pools, Spas, Wading and Special Purpose Public Pools. The staff conducts bacteriological water quality sampling of some fresh water natural bathing places  and conducts bacteriological water quality sampling of marine coastal beaches, under the guidelines of the state’s Healthy Beaches Program.   Samples are tested for fecal coliform and enterococci bacteria respectively.

     

    ONSITE SEWAGE TREATMENT AND DISPOSAL SYSTEMS (OSTDS) PROGRAM  

    Staff performs soil and site evaluations; plan reviews, inspections, and variance processing for the installation and/or approval of new and existing residential and commercial OSTDS, and the repair of failing systems. Additionally, the division approves the issuance of Operating Permits for systems serving Industrial and/or Manufacturing Zoned facilities, facilities producing Commercial Wastewater, approved Aerobic Treatment Units, Performance Based Treatment Systems, Septage Disposal Services, Septage Treatment and Disposal Facilities, Septic Tank Manufacturing Facilities, and Temporary Systems Services.

    DRINKING WATER QUALITY PROGRAMS 

    Permitting, variance processing, and inspections of Department of Health regulated public water systems.  Processing of variances for private water systems and assistance to their owners on water quality questions. Bacteriological, chemical, and radiological sampling of some water systems.  Identification, positioning (GPS) and tagging of certain drinking water wells in the county.  Surveillance and sampling of drinking water wells under the State Underground Petroleum Environmental Response (SUPER) act and the Dry Cleaning Solvents Program.  Investigation of suspected waterborne outbreaks and addresses or assist with the coordination of drinking water systems’ complaints.

      GROUP CARE FACILITIES PROGRAMS  

    Comprehensive inspections of Assisted Living Facilities, Adult Family Care Homes, Foster Homes, public and private schools, hospices, as well as other types of group care facilities.

     OTHER PROGRAMS AND SERVICES  

    Investigation and follow-up of reported drinking water main breaks and wastewater spills events. 
    Plan reviews, permitting and inspections of Mobile Homes Parks, Recreational Vehicle Parks, and Lodging Parks. 
    Permitting and inspections of Migrant Labor Camps and Residential Migrant Housing. 
    Providing general information and guidance to the public in Indoor Air Quality issues. 
    Assisting the public with information and guidance regarding environmental permitting, environmental health permitting, and general permitting questions. 
    Data Collection and surveillance of Temporary Food Service Events, and inspections of some Temporary Events for general sanitation. 
    Investigation and follow-up of sanitary nuisance complaints.

    Permitting and Inspections of Tanning Facilities.

    Permitting and inspections of Biomedical Waste generators, transporters and storage facilities, Body Piercing Facilities, and Tattoo Artists and establishments.
    Review plans for residential developments, commercial developments, and commercial properties for county's development services division.

    Assist with and have staff members assigned to the county's Hazardous Incident Team (HIT).
