These reports were the products of assignments delegated to the
CMA by the Florida Legislature directing the Authority to explore
the physical and mental health impact of incarceration on female offenders and on the aging inmate
population.

CM Institutional Reports and
Corrective Action Plan (CAP) Assessment Visits
In December 2001, the Department
of Corrections entered into an offer of judgment in a lawsuit entitled
Osterback v. Moore. This lawsuit involved mentally ill
inmates housed in a restricted setting called close management (CM).
Ultimately five institutions were designated by the Department of
Corrections as suitable for housing CM inmates. The Osterback
agreement included a stipulation that the CMA monitor the provisions of
the agreement. The following reports are the results of
this monitoring process.
