State Plan Development System
The Department of Health (DOH), as the lead agency for Florida's Emergency Support Function 8 (ESF 8) - public health and medical, coordinates development and maintenance of plans, both internal to the department, and those used by other partners in the state's public health and medical system.
Aligned Plan Development
Florida has developed a Plan Development Guide for State-level Operational Plans (pdf 354.21kb/30 pages) for DOH and ESF8 plans. The process outlined in the guide assures that operational plan development is accomplished through a consistent process, includes all stakeholders and results in integrated, operational plans. The guide is based on the Federal Emergency Management Agency (FEMA)'s Comprehensive Preparedness Guide (CPG) 101 - Developing and Maintaining Emergency Operations Plans Version 2. Tactical planning documents are developed to ensure an
emergency operations plan's viability and implementation. Tactical planning
documents for the Florida Department of Health Emergency Operations Plan, the
Comprehensive Emergency Management Plan, and for Emergency Support Function 8
Annex are developed using the following guideline:

and
Deliverable B.
Plan Review and Approval
The plan review and approval process ensures targeted reviews for key operational elements. It is a tiered process that addresses operational viability, concept of operations, alignment with existing plans, and grammatical review. The Practices for Productive Plan Reviews (pdf 86kb/1page) document assists reviewers in focusing on operational elements of a draft plan.
