Our Scope of Services

MITIGATION

  • Coordination and technical assistance guidance for law enforcement, EMS, public health and hospital staff in the implementation of a comprehensive personal protective equipment (PPE) program.
  • Development and coordination of a statewide strategy for the distribution and dispensing of WMD related pharmaceuticals.
  • Development and coordination of a statewide plan for the receipt, deployment and distribution of the Strategic National Stockpile (SNS) program.
  • Stockpiling of critical medical supplies in strategic locations throughout the state.
  • Coordination in the development of Disaster Medical Assistance Team (DMAT) readiness levels to Category 1 capability.

PREPAREDNESS

  • Development and maintenance of the Department of Health (DOH) Emergency Operations Plan (EOP), Emergency Support Function (ESF-8) Plan, Emergency Operations Center (EOC) Standard Operating Guidelines (SOG's), and related incident-specific annexes.
  • Integration and alignment of Federal, State and local emergency management plans and annexes.
  • Development and implementation of the National Incident Management System/Incident Command System (NIMS/ICS) to provide DOH with a viable and operational command and coordination structure.
  • Coordination and delivery of Public Health Preparedness (PHP) and emergency response training to OEO, DOH HQ and CHD staff, DMAT's, DCHAT's, Regional Response Teams and the general public.
  • oordination and conduct of tabletops, functional and full field exercises for DOH, public safety and other emergency response personnel.
  • Review, evaluation and revision of DOH and CHD plans, training programs, exercises and emergency response operations.
  • Procurement and maintenance of facilities, equipment, supplies, communication devices, computer hardware and software, and vehicles required to support the OEO mission, goals and objectives.
  • Coordination, development and delivery of public outreach programs and materials on PHP and emergency response related topics and procedures.

RESPONSE

  • Deployment of emergency field response to local public health emergencies and large-scale disasters to include:
    • HAZMAT Emergency Response Teams (ERT's)
    • Rapid Impact Assessment Teams (RIAT's)
    • Advance (A) Teams
    • Disaster Medical Assistance Teams (DMAT's)
    • Disaster Community Health Action Teams (DCHAT's)
    • Logistical Staging Area Teams (LSA's)
    • Florida Emergency Mortuary System Team (FEMORS)
    • Alternative Treatment Site (ATS) Teams
    • Environmental Health Response Teams
  • Alert, notification and activation of DOH personnel and partner agencies during emergencies.
  • Investigation, sample collection and documentation of public health related events and emergencies.
  • Emergency Operations Center Staffing for ESF-8 at the State Emergency Operations Center (SEOC) and the DOH Incident Management Center (IMC).
  • Coordination and support for all DOH emergency response operations.

RECOVERY

  • Deployment of Logistical Support Bases (LSB's) and Management Support Units (MSU's)to damaged or destroyed CHD's and clinics to facilitate rapid recovery and provision of services.
  • Assistance in the restoration of healthcare systems post-disaster environments.
  • Coordination of and support for the Continuity of Operations (COOP) annex when activated.
