Objectives Selected to Measure This Indicator

Three objectives were chosen as lead indicators for CSHCN. They do not have corresponding objectives in Healthy People 2010. They are included in the Six National Performance Measures for Children and Youth with Special Health Care Needs.

Florida Objectives
FL 6-1    Organize services for children with special health care needs in ways that families can use them easily
  • Objective: Report by CSHCN families of ease in enrolling and obtaining both routine and emergency health care.
  • Target:99 percent
  • Baseline: In 1999, parents of children enrolled in Children's Medical Services, KidCare in 1999 report that they are able to:
    • 93 percent were able to be seen for a routine appointment quickly
    • 90 percent were able to obtain emergency care quickly
    • 92 percent did not have their child's care delayed waiting for plan approval for a service

FL 6-2    Families of CSHCN participation in decision making and satisfaction with services
  • Target: 100 percent
  • Baseline: In 1999, parents of children enrolled in Children's Medical Services, KidCare
    • 96 percent report they are treated with courtesy and respect
    • 90 percent report the explanations to their child were understandable to their child

FL 6-3    Youth with special health care needs receipt of services necessary to transition to all aspects of adult life, including from pediatric to adult health care, from school to employment and to independence. This would include the development of a youth advisory board and services to connect CSHCN adolescents when they go out-of-state for school.

Six objectives were originally selected to measure progress in the leading indicator Children with Special Health Care Needs (CSHCN). The three objectives below pertain to all children, though important for CSHCN, they were chosen as lead indicators in other areas.
Fl 35-2 Increase the proportion of newborns and all children screened early and continuously for special health care needs, in order to prevent secondary conditions associated with birth defects and injury in CSHCN, incorporating EPSDT into the medical home concept. (See Well Child Check-up 35-1)
Fl 1-4be Increase the proportion of CSHCN who receive ongoing comprehensive care within a medical home that includes a continuing care provider for behavioral health that collaborates with the primary care provider. (see Well Child Check-up)
Fl 1-1 Increase the proportion of families of CSHCN that have adequate private and/or public insurance to pay for the services they need. (See Access to Quality Health Services, Objective 1-1)
