House Bill 1263 Implementation Report

Legislative Planning

Provides direction for the development and articulation of departmental policies involving federal, state and local legislation; establishes priorities and procedures for legislative program development; prepares and secures the enactment of state and federal legislation; assesses the impact of state and federal legislation on Department of Health programs. This Office also directs the Department's legislative agenda and legislative bill package; prepares staff for legislative committee presentations; monitors all legislation that impacts the Department of Health; tracks the implementation of enrolled legislation and proviso; responds to information requests from Legislators, Committee staff, the Governor's Office and the public.

Biography Information about Marco T. Paredes, Jr.

Director of the Office of Legislative Planning

Marco joined the Department in September 2013 having previously served as Senior Manager of State Government Affairs for Amgen, the world's largest independent biotechnology company, headquartered in Thousand Oaks, California. At Amgen he monitored and influenced state legislation, regulation and policy affecting Amgen's business interests in a variety of policy areas including Medicaid budgeting and reimbursement, other relevant health care issues, as well as issues affecting Amgen's tax, facility and research interests in the Southeast United States and Puerto Rico.

Prior to that, he served as the Director of Public Policy and Government Relations for Miami Children's Hospital where he developed and implemented public policy priorities at the federal, state, and local level. During his tenure at Miami Children's, he led a successful effort to secure federal appropriations for various Miami Children's capital projects such as construction of a new Ambulatory Care Center and the acquisition of an Intraoperative MRI for pediatric neuroscience research.

He also previously served as Legislative Director to Miami-Dade County Commissioner Rebeca Sosa, advising her on all substantive policy issues, budget proposals, and initiatives brought before the Miami-Dade Board of County Commissioners.

Marco received his Juris Doctor from Georgetown University Law Center in May 2000. He earned his Bachelor of Arts Degree in Political Science from the University of Miami in 1997. He also earned his Associate in Arts Degree from Miami Dade College in 1995. He was a Law Clinic Student at the Institute for Public Representation in Washington, D.C., and a Judicial Intern for the Honorable Ricardo M. Urbina at the United States District Court for the District of Columbia, as well as Judicial Intern for the Honorable Vanessa Ruiz at the District of Columbia Court of Appeals in Washington, D.C. He also served as a Judicial Intern for the Honorable Rafael Diaz at the Supreme Court of the District of Columbia in Washington, D.C.
